* Enrolled in Florida Medicaid
* Not initiated the HPV vaccine series at the start of the study period.
Exclusion Criteria:
* Anyone who has a severe (life threatening) allergy to any component of HPV vaccine, esp yeast
* Pregnant
* Not enrolled in Florida Medicaid
