Eligibility Criteria:
DISEASE CHARACTERISTICS:
* Histologically proven squamous cell cancer of the oropharynx or hypopharynx
* T4 and nonresectable OR
* T3 extended to oropharynx or hypopharynx and nonresectable
* N0-3 (stage III or IV)
* No distant metastases
PATIENT CHARACTERISTICS:
Age:
* 18 to 70
Performance status:
* Karnofsky 70-100%
Life expectancy:
* Greater than 3 months
Hematopoietic:
* Neutrophil count at least 2000/mm\^3
* Platelet count at least 100,000/mm\^3
Hepatic:
* Bilirubin no greater than 1.25 times upper limit of normal (ULN)
* Transaminases no greater than 2.5 times ULN
Renal:
* Creatinine no greater than 1.25 times ULN
Cardiovascular:
* No severe cardiac disease
Other:
* No prior malignancy except basal cell skin cancer
* No uncontrolled infection
PRIOR CONCURRENT THERAPY:
Biologic therapy:
* Not specified
Chemotherapy:
* No prior chemotherapy
* No concurrent antineoplastic therapy
Endocrine therapy:
* Not specified
Radiotherapy:
* No prior radiotherapy
